The Office of Independent Review

Kevin Rogan is the current Director of The Office of Independent Review.

The Office of Independent Review (OIR) was established in 2008 in response to the death of an inmate at the hands of another inmate in the Orange County Jail. The OIR’s purpose was to monitor, assist, and oversee the Orange County Sheriff-Coroner regarding select internal misconduct investigations, and select incidents of death or serious injury to persons in the custody of the Sheriff. The Executive Director of the OIR maintained an attorney-client relationship with the Sheriff, and as such, had access to internal documents and personnel files.

In 2015, the Board of Supervisors (Board) determined to re-organize the OIR by crafting and adopting a new ordinance. The Board expanded OIR’s oversight duties to include not only the Sheriff’s Department, but also the offices of the District Attorney, Public Defender, Probation and Social Services. Also, the Board eliminated the Executive Director’s attorney-client relationship with the Sheriff, with a goal of creating more responsiveness to the Board.
